10 year-old steals "assault rifle" stock

The kid is starting his life of crime by shoplifting a 10-22 stock kit, thinking it was an assault rifle. Iowa City Press-Citizen reports: A 10-year-old has been charged with second-degree robbery.
Iowa City Police were called to the Four Oaks youth emergency center, 1916 Waterfront Dr., at 6:01 p.m. Tuesday for a report of the missing boy. Ten minutes later, the alleged robbery occurred at the Ammo Bearer, 232 Stevens Dr., which is a short distance away.


Iowa City Police Sgt. Troy Kelsay said the boy went in to the store and stole a stock conversion kit for a 10-22 rifle. Kelsay said the kit makes the rifle look more like an assault rifle and contains a bayonet. However, based on the size and packaging, Kelsay said he believes the boy thought he was stealing an actual rifle.


“I think it’s likely that (he) thought he was stealing an assault rifle” Kelsay said.
I've purchased from the Ammo Bearer before and I agree with their apprehension of charging a 10 yr-old kid with a crime like this.

And where were the parents in all of this? It looks like they've been missing for quite some time.
