Do the crime, pay no fine.

A former Scott County judge gets off lightly.
Feds request no restitution from former judge.
"Based on the facts of these proposed claims, there is insufficient evidence to establish that these individuals meet the requirements of a victim."
There were no victims for the crime he just convicted of? So now if you're a victim of a crime, you have to "qualify" for restitution?
